Default 1999 dodge durango brakes lock up/ no brakes

Does anyone know what would cause the brakes to lock up/ no brakes? Everything has been replaced hubs, cylinder, pads and rotors. It's been a guessing game on if I'm gonna stop or if I'm gonna be attached to someone else's vehicle. Please help non of the mechanic shops can figure it out.

Thank you,
ALL thoughts very much appreciated.
