Default Bad Resistor or blend door?

My heat does work, but the force of the air just doesn't feel strong out the vents. I can change the settings form floor to dash and such and they DO change, i can hear and feel the change. I can also change the blower speeds and they DO change as well. However even at the highest setting from the dash vents it just never seems to blow hard enuff. Is this a blower resistor problem or the blend door? I searched the forum and found that my '99 D should have the resistor under the vent cowl, does that sound right?

Yes your resistor is under the cowl.

Could be a vacuum leak not allowing full operation of your blend doors. Ensure there is no vacuum leak. Follow the hoses under the hood and check for cracks.
