transmission shifting problem

Default transmission shifting problem

Ok so I've been researching for about a week so dont kill me with the traditional search button works. I got a 99 durango with a 5.9l. All my research tells me it has a 46re. Ok so I bought it with a shifting problem. You can not shift past reverse. Its like something is binding up. So I crawl under there and take off the linkage and try to manually shift it. Still nothing. So I drop the pan. Of course it looks like fluid hasn't been changed in a long time. So I drop the valve body. Now with the valve body out and sitting on my work bench I can manually shift it through all gears like there is no problem. So thisI is where im stuck. If I had to guess id say it would have to with that long black arm that seems to go nowhere. My reaserach says its called a park rod. But how cone all pics I look at of a 46re don't have that arm? So im stuck where do I go next to get this shifting problem resolved? Thanks in advance!!

anyone know how much play should be in that park rod or what exactly it does?
