Default Signal light flashing fast?

My left signal light always flashes quickly but no bulb is burnout making me assume that the flashers buggered? Where is the flasher? And the other thing that's related is it has the factory tow package but their is a green wire that has no where to go hanging down from the drivers corner of the bumper... Related?...I THINK SO!
It's a 01 Durango 4.7

sounds like theres not enough resistance in the system... have you checked the passenger side for a similar wire... perhaps thats the issue... not enough resistance with that wire all buggered up

That's what I was thinking. I am just hoping someone knows what it is... Especially because I think it is for the trailer plug?...

how many bulbs are blinking in the front turn signal assembly? there should be 2 bulbs in there, most people see one of them flashing and assume they are both good, this is often NOT the case.
