Default Little Green Spigot

Hi Everyone, I am not a "car guy" and I have looked through the posts on this site, the service manual, and Google, but I can't figure out what this line is for. Probably because I'm not asking the right questions, but I just don't know what else to call it.

I have drawn a red arrow pointing the spigot I am talking about.

Also, I have a 2002 Dodge Durango, 5.9L R/T.

i dont know what its for but i know that hose line is part of the evap system. i traced it back recently looking for cracked hoses and leaks throwing a code.

thats not a spigot thats a service cap for the evap system, it threads on and off
