I've called. They tell me they don't have them. One of those places told me they get their parts from Chrysler, so with Chrysler not making them they no longer have them.

I don't see any rear conversion kits for the 2003. 98-02, I guess because 03 already comes stock with discs, even tho Dodge VIN decoder tells me I have rear drums...?

Does anyone know if I could swap parts with any other vehicles? Replace the spindle, etc..

Rear discs were optional, so your just wasn't ordered with the option. The kit for a 2002 should work, one day when the money is there for it converting mine to rear disc brakes is on my to do list.

Not sure if this is of any use or help, but this is what I found.

In the notes section; 6 x 4.5 in. bolt pattern. Does not include backing plates.
Ahaha... I'm doomed!

There still has to be a series of parts I can buy from another vehicle that will allow me to fix my rear brakes.

What vehicles have the same rear axle?

the 9.25 rear axle was used on the dakota (all the way through its life afaik), durango (1st and 2nd gen) ram 1500, and i would imagine that there are jeeps that use it too, but im not sure which ones

As someone mentioned previously, I might be able to get away with a conversion kit. I was looking at kits similar to this, and none of them seem to use any type of dust shield. Would this cause any problems down the road? Or, does anyone have experience with these conversion kits in general?

you do not need a dust shield or a backing plate on the conversion kit. it will work for both the 8.25 axles and 9.25 axles. summit racing and jegs has the conversion kit. it is on a list of things im buying in the spring after i get my nys taxes back. if you buy the kit you will have everything you will need to do the job.
you will however need to know how to remove the axles from the axle housing which isnt to hard. and you can download directions from this site to do it.
