AC clutch issues

Default AC clutch issues

Please advise, my 1998 Dodge Durango ac compressor clutch does not engage when switch is turned on. I just vacuum the system, loaded two cans of 12oz 134a freon by jumping the relay socket number 30 and 86. I get a temp. reading of 58 degree through the air vents. I did not want to load another can of freon at the time being. Now that the system has pressure I jump the low and high pressure wiring harness but the clutch still does not engage. I have replaced/interchanged relays still the clutch will not engage. Check all 20A fuse in the Power Distrbutin Center and 15A fuse in the junction box both working. Please help, did I miss something. How do I test th Powertrain Control Module? Thank you

Furthermore to my initial question, I like to add another question. While the ignition is turned on and ac switch is on should there be voltage at the wiring harness socket of the high and low pressure and should there be voltage on the wiring socket to the clutch. Thank you
