Pretty sure it's a ground strap, it's attached right above the tranny dip stick, there are two of them. One is attached to the engine and I'm not sure where this one attaches.

You said 'attached to the engine'. There are a lot of those. In this case, right rear of the motor, there is one to a valve cover bolt and another to the back face of the cyl head.
