does the 99 slt plus 5.2 have a 4 core radiator?
will a "thru core" fan hurt the core?

No. It shouldn't. My 98 5.9 slt plus with towing package is only single core. Really stupid design. I would not use the thru core straps to hold a fan in. I ruined my last radiator with those straps. The fans are just too heavy
