Question engine bay mud guard flaps

My 99 5.9 doesn't have any mud guard flaps inside the wheel arches. There's an huge opening on both sides, therefore the engine is always muddy.
Is this normal or is my car missing the mud guard flaps ?

I think thats normal. I know on my 2001 R/T, a model that has all the fancy stuff, I can see the oil filter the same as your photo. If I really want to cover the opening, I'd fab up something using innertube rubber.
