Default 03 R/T missing bellhousing cover bolt ok?

I have an '03 R/T with 19k. I was doing an oil change and noticed on what I think is the bellhousing cover there's a missing bolt. The cover faces the engine and the bolts are visible behind the oil pan. The bolts come in two sizes and it appears it's a larger bolt that's missing. Is this a "neccessary" bolt?

I just had the car fail inspection because of a melted seal on my driveshaft. They said it occured because bolts for the transfer case were missing! They paid for the repair but that experience has me questioning when I see something missing now.

thanks in advance!

wouldn't freak out about it- sounds like it's a bolt that holds the dust shield onto the bellhousing- i've seen many cars over the years that don't even have the dust shield attached. if it would make you feel better, though, the bolt is probably available at the local auto parts store for a few dollars.
