Default weather related start problem HELP!

My wifes 99D will not start when it rains out. I have checked and rechecked all i can think of, starting with the fuel i have 48 psi , i have installed new oem plugs, wires, cap, rotor, and coil. The crank and cam sensors check good. The engine seems to be getting plenty of fuel but the spark is weak and yellow. the dang thing just will not fire.. any help would be greatly appreciated.. thanks in advance.

well here is a little update, did some more t/s today still with no results. I found a bad ASD relay so i installed a new one with no luck. I dont have any battery voltage on the coil or the injectors because the pcm is not sending a signal to the ASD relay. I dont know if i should pull the trigger on a new pcm kinda expensive to be thowing at it if it doesnt fix the problem. anybody else have a familiar experience.

the starter is very strong it will actually build full oil psi when cranking over and the battery is also brand new..
