Your blinker relay should be on the other side of the fuse box on the left side of the dash You will have to reach up underneath the dash to access. It is quite a pain in the butt getting into position but very straightforward. Just remove the kneeplate and reach in and tug it out. Hope that helps.
Mean Green is right. On the 2000 models, the flasher is in the Fuse box, at the left foot panel.
The flasher is a combination flasher. It runs the hazard lights also. Not sure what your having
trouble with, but the fuse, 16-(15amp) , and fuse, F-(25amp) run the flasher. Hope this helps.

I wish I was 100% right the idiots that put the aftermarket alarm in for the previous owner put in a light duty flasher of some sort just in the middle of some wires and I only have blinkers no hazards. I found this out after buying a non-refundable $45.00 flasher from Dodge. The flasher position in the fuse box wont even hold it. I guess that's because they took the wiring out? I just hope this flasher can hold up to me towing a trailer with all those extra lights... I'll sell you a flasher meatman. $25.00 free shipping.
It's worth a shot it's useless to me since the morons that installed that alarm messed it all up. Hell the alarm wouldn't STFU the day after I bought my truck it was late and I had no light and no idea how to take care of the problem so I just ended up d/c my battery and got it AAA'ed home. The next day after looking around on the net I found out how to d/c the thing now I only have one alarm instead of two WTF!?!? I don't know who owned this thing before me but they must have been dumb. One is enough!
