column shift pin won't stay engaged

column shift pin won't stay engaged
When I press the brake, key on, the column shift is "loose" . If key is on and brake not engaged the shifter won't move. Seem like when I press the brake the shifter disengages instead of engaging. Any ideas? I can hear the electric pin working but seems to be backward? Thanks Dave
