Default Odb2 trouble

I have a 3.3 l 96 intrepid. I am currently having trouble getting an obd2 scanner or any scanner for that matter to communicate with my car. I bought a new computer from a junk yard and that has had the same problem. I unpluged the battery and tested all the lines going to the obd2 port from the computer and all wires tested for continuity.I tried a test I saw somewhere, pin 16 to pin 4 as a test for voltage, I got 12.83 with car off and 13 with car on. pin 4 to body to test for resistance, I got 2.3 when car was off and 5.5 when car was on. Due to this problem I cannot pass inspection either. whenI tried to the garage told me it seemed to be transmiting and he guessed the car just was not recieving. So I triedputting lines from the computer to the port for the transmit and recieve wires, that failed however.

I do know of the bulletin that deals with a recall on the programing. Ihave been told my car does not apply and since my car did hold the relay codes I do not believe that is the issue.

Trying to avoid going to the dealer because every time I talk to them they say somethign different. Told me to bring the car in so they can test it to see if it applys for the reprograming, after 10 mins of talking they tell me my vin doesnt apply, just frustrating.

Any help is would be great
