Default Tranny problem-gets stuck on one gear

Hi ya all. All of you knowledgeable about transmissions, i need your help.
I have a 1994 Intrepid with an automatic transmission and my problem is the following:

Not long ago, while driving, i noticed that my tachometer shows rounds way too high, but it wouldn't shift to a higher gear.
I pulled over and shifted to different gears: N, D, R and etc. , hoping that it would fix it, but nothing. Then i decided to turn off my engine and turn it back on again. And surprise, surprise, it worked. My transmission was shifting fine. But only until the next time i needed to drive somwhere.
And now everytime it starts to do that, i have to stop and turn off the engine, and turn it back on again.
I first thought that it could be the transmission oil and filter that needed changing.
But the oil is on full and seems to be clean(red). But then again, looking at the symptoms, then i don't think oil would be causing that.

Since only turning off the engine helps, then could the malfunction be electronic? If anyone has any ideas, then please help me.

When was the last time you had your transmission fluid flushed and who did it? It could be in limp-mode. From what I have heard in the past you could have one of two problems. One, a sensor has gone out and it needs to be replaced. Two, the transmission is going out on you. These transmissions are very, very, very sensitive about their transmission fluid. It should have a flush every 30,000 miles using Mopar ATF+3 or ATF+4, depending on the year of the car. You should probably find a Chrysler dealership and get it looked at. I bought this car only a few months ago, so i don't know who flushed the fluid and what was put into it after that. The problem, however, started about a month ago..
It probably is in the limp mode. I took the cars to a tranny repair shop, and they read the codes. It said code 21, which means the oxygen sensor. But how could oxygen sensor be connected?
