is there an adjustment by the handle that you pull up on to engage for the ebrake cable? or is there only one adjusment that is in the rear in the brakes?

 

Yes, but for the spring tension. It should be set for 20 lbs of tension. Other than that, the only adjustment I believe on the neon, is tightening the brakes up in the back more for the ebrake to work properly. Remember, there should be slight spinning resistance when the wheel is off the ground.
