IDLE SURGES, ANY IDEA WHY? 1996 SOHC
When Im at a red light, stop sign, or at any random time during a stop, my RPM's just suddenly jump about500 or more, enough to where I have to apply more brake pressure to keep from bumping car in front of me. Then as quickly as it happens it goes away.
Any info on a remedy would be great, thanks in advance.

I don't have an answer to that yet, but my 95 Neon does the same thing. I feel the car trying to jump forward. If I put the car in Park the RPM's just roars, as if I were pressing the accelerator. Quite embarrassing at times. I posted several topics on different forums regarding this, but got no answers.
Anyway, someone told me PCV valve. I swapped the old (needed one anyway), put in new. Still that revving thing. Another person actually pointed something out to me. He showed me a component on the right side (facing car) of the engine (somewhere left of the battery and fuse box) and stated that the spring in that component was broken, causing the engine to "stick" and therefore rev. He then put his hand under the component's housing and touched something that made the car rev. Another touch and the engine settled. He did this a few times, but it seems he may be right.
I haven't actually delved into this in detail yet. I don't even know what the piece is called. I was going to buy a manual and go from there.I'm not near my car now, otherwise I'd go out and try to get the direct location. But it seems that would be the culprit.

I know that mine did that when the ac was low on refridgerant, I just un-plugged the compressor and it stopped, (plug is located under the power steering pump on top of the compressor) or you can just refill it.
