Default stupid car is overheating...what do i do?

okay so i know that many people have posted the same problem before it's just that none of the posts in existence answered my questions.
my problem is that the fans in my 95 sohc neon do not come on and it's causing my car to overheat all the time, not even when i turn on the a/c in which case they should always come on. I have changed the relay and fixed the connections cuz they seemed to have been burnt, but i still don't have any luck fixing the problem. Can anyone help me?

My fans were not working when I bought the car and the kid had no idea why. The whole time the stupid ground for the fans was disconnected lol.

well it's not a grounding problem or the fans cuz when i move the little piece of metal inside the relay to engage the fans they come on.It's like something is not telling the relay to engage the fans.

It could be a lose wire in the fuse box. It sounds like its not getting contact some how.
