ok here it is, i have dodge neon 99 with a stratus motor 2.4 liter, it have a header, it has a over size intake manifold(homemade ghetto blaster), mopar ecu, 18intake cam and 16 exhaust cam, 394 tranny with quaife, short shifter, engine cylinder head ported with oversize valve and springs, Safc II

The "ghetto blaster" is the SOHC plastic manifold, not what you have.

You need to take the car to a dyno shop and get it tuned.
