No cat because even high flow cats have restriction, more flow=more power, the only reason they sell high flow cats is because they are good for green states so you can pass smog and emissions crap.

get a highflow. one it keeps u legal and 2, its actually better.

when i took off my cat. my MPG went from 35combined to about 25 combined. and it may be true with bigger engines that the flow the better. but with the Neons (depending on mods) running with no cat. will hurt the performance.

I guess I could see it throwing you off by a couple mpg's, but no way could I see you losing ten...

it did though. and it sucked. but then again, my car had 246k when i switched.
