Default 97 neon with new batt./wiring won't turn over.

Ok here's the deal. A while back I saw that the battery and wiring on this thing were corroded quite badly. I was able to go buy a new battery, new terminals and some new wiring yesterday and started installing everything today. The problem is, after everything was installed just as it should be the car wouldn't start. Here's what happened. I turn the key to the on position for the first time and everything lights up like it should, dash lights and such, and I hear the "ding ding" that this car does, and everything seems good. As soon as I turned the key to start it (I still have the hood up at this point) I see quite a big spark right about center between the Left and Right side of the car, up at the front of the engine bay close to where the wiring from the negative terminal goes down in front of the engine, and that's all that happends. So I turn the key all the way back off, then turn back to the on position andnothing happens this time. No dash lights on no "ding ding", no more spark when I go to start it, nothing happens at all. I checked all the fuses in the panel and under the hood, and the only two fuses that were bad were the Cigar Lighter and the one for the Door Locks. I seriously have no idea what's going on but could really use some help as I require this vehicle for transportation. Thanks.

Ok I figured out why the dash lights and "ding ding" had quit, so I have good battery power going to everything now. The problem is when I try to start it, it goes "POP", and when I release the key it goes "pop", first pop louder than the second. Is that the starter or maybe the solenoid that needs to be replaced.

You need to pin point where the pop is that ou are hearing (carefully) Have someone turn the key for you and stand back and watch after that if it looks safe try to get closer and is the pop on the inside or outside of the car
