i cant fiqure out how to remove the whole center counsel on my 96 neon like cup holders and the black part that tells me what its in i couldnt find bolts and i didnt just want to try pulling it out

 

there is a screw in each cup holder, or right next to the cup holder... then there are 4 screws in the bottom of the conpartment.

 

what about getting it off the shifter? do i have to take the top part off or does it just fit over that?

 

Yes the black part that tells you in P,D,N,R im figrureing its and atx. Anyway it stays on the shifter and the gray consel goes over top of it. You will have to put the car in 1 it makes it easier to get the consel out.
