Default ground wire

I have 99 neon rt. it wont start. it has gas but gauge says its empty. when bass is on with the car the gas gauge rises but car still doesn't start. i had fuel relay, fuel pump replaced. Im thinking its a ground wire but where do i look?

when bass is on with the car
fish on the car makes a diffrence

When you turn the key to the "on" position, you should hear the fuel pump energize. If you do, it wont be the problem,.

i dont hear the fuel pump energize when i turn the key to the on position. thats why i had the fuel pump replaced, car went fine for a week and then this happened.

if you just had it replaced, it could be defective. just took a while to show up. otherwise its your pump relay, fuse, or just a bad ground somewhere.
