alt. belt squels when wet.

alt. belt squels when wet.
i've noticed that my belt squels like a pig when its wet outside. at first i just went to tighten it and it worked fine till the next rain fall. and well now its back to squeling again! why would it be doing that when wet? is it just the dampness or what???
