Default fans not working

When exactly are the fans supposed to go on?

my neon is fine when everyday driving it but when i got stuck in stop and go traffic it started to overheat

I just replaced the head gasket, water pump, and radiator cap. I'm not getting any leaks anywhere that i know of.
I just checked the fans and when i hooked them up to the battery charger they turn, so its not the motor on either fan. I then checked the relay and as far as i can tell it was bad and i replaced it. The car is regulating temp, but the fans are still not coming on from what i can tell.

Basic two questions: when exactly are the fans supposed to come on if the coolant is regulating temperature without them coming on?

and if said relay is fixed where else could my electrical system be failing/not geting power to the fans

fan relay, 8 bucks at autozone. in the underhood fuse box. should come on when temp is at halfway.

I already got the relay, but its still not working

fuse #5 should be good with a 30 amp gray wire that goes to the relay. dk/ green wire from the PCM activates the fans, im assuming the PCM takes a reading from the coolant temp sensor and when an over temp starts to occur starts the fans.

what year is your car?

i had the same probem1998 dohc it was a broken wire between ecm and fan relay 4 wires on the relay grey is hot with key lt.green goes to fan motors small dark green is the trigger wire from ecm cut the dark green at the fan relay plug leave enough to get a new connecter back on it.take a jumper wire from relay plug dark green wire and ground it fans will come on if this is your problem. my ecm is a two plug connection, motor and interior, take off the motor wiring on the ecm plug my color wire was light green plug#18 i skinned it back with a lighter wrapped the wire around the wire that is still connected to fan relay start car run till temp causes fans to kick in. i connected everything with shrink tubing and solderless connecters ran new wire alongside old harness called sistering. my bro is a dodge dealership mechanic has fixed at least fifty just like this[:@] factory defect![:@] dealership had a service bulletin of possible broken wire in harness bundle. hope this helps
