no start - need help (injector #4 always on in run/start?)

Default no start - need help (injector #4 always on in run/start?)

99 neon 2.0 sohc Engine turns, but will not start. Here is a list of checks I've done. I think it's the PCM ???? I don't want to go pull one and find out it's not...
all fuses good
asd reply good, does not shut off
fuel pump reply good, does not shut off
fuel pressure @ 49 psi
I have over a 1/2 tank of gas
I can hear the fuel pump runnimg (new)
injectors are getting a signal
I can hear the injectors clicking
good calabrated spark from all wires (22,000 v)
crank is sending signal to the pcm
cam is sending signal to the pcm
all grounds have been checked (fuel pump, battery, pcm, block)
replaced battery
no codes from MIL (except 12, 55)
warning lights display when key is on (oil, temp)
timing is dead on
I had a live data connection reading the PCM, all seemed good, connection failed when I was trying to read durring starting (not sure if that's common)

I am at a loss???? Is there a PCM test I can perform on my own?Any suggestions please.....Thanks

Do you receive a ground signal from the PCM to the black/gray and blue/tan wires on the coil pack? Put a test light on either of those wires and the other end on the positive (+) battery terminal, then have someone turn the engine over. It should blink intermittently, if not that is your problem, as is mine. You just described the my neon as it sits right now like I typed it. I replaced the PCM with two different ones and it did no good. Please keep us updated!

It's grounded...I'm getting a flashing light on both sides...I'm also getting a good spark...I pulled the coil and did an ohm test on the primary and secondary (all within specs)

Well if that is the case, and you are getting constant 12v feed from the green/orange wire, your problem either lies in the coil pack or it isnt a spark problem. So if you pull the plugs you are getting good spark from them? If so, pour a little bit of gas in the TB and see if she fires.

I pulled the fuel rail and found that #4 injector is always spraying when the fuel pump is activated, shuts off when the asd shuts down the fuel pump relay with no crank signal. It stay on the whole time I'm cranking, while #1,#2 & #3 pulse with the timing (I though it was the injector, swithed positions of #4 & #3, still had #4 location always on).I'm thinking #4 injector diver wire is either shorted to theasd or fuel reply control wire OR the pcm is bad????Any thoughts?

I forgot to mention...gapped the plugs to .045 from .035, thinking if it's flooding I might get ignition on a bigger spark....opened the TB full and cranked, cranked, cranked....Got it start, ran real rough, would not idle, had to keep rpms up to stay running...

I checked the timing again...the cam mark is right on at TDC on #1...(end closest to the cam gear)...
