Default Studdering '95 neon

I am new to this forum and I need your help! I have a ‘95 SOHC Neon and the car starts hard and skips for about 1min after starting. It really got bad once the cold hit. It canks over slow and once it catches it skips. I believe that the slow cranking is due to a bad Battery cable or it is due to a dirty commutator. The check engine light finally came on and the code were as follows:
12 -Direct battery input to PCM was disconnected within the last 50 key-on cycles
21 -02s sensor problem (oxygen sensor), upstream or down stream
43 -Multiple/ single cylinder misfire
I already checked plugs and wires. Found #2 cylinder to have oil on the top of plug. Cleaned plug and wire and it worked once, got home started it and it is doing it again. Thanks in advance.

it needs a new sensor to do with the oil and the head cost me about 400 bucks older neons are so noted for sensors going out.

The reason why you are running with a misfire is because the Upstream O2 sensor is probably bad and is causing the computer to dump fuel. At some point.

I'd replace both the upstream and downstream O2 sensors and then replace the plugs and wires.

That should clear up the codes after you reset the PCM.
