97 neon radio problem

okay dont know if i should post this in section or not, if no then lemm know and ill move it or maybe a mod can, anyway i have a 97 neon and the radio wont turn on i checked the fuse and its not the fuse. but when i put the fuse in i can hear the speakers like make a lil pop noise. pull the fuse out its still good put it back in and then pop again. it does this continually but no radio. any ideas?
