95 neon with code 25 and wont idle cold

95 neon with code 25 and wont idle cold
95 neon with code 25 and wont idle cold 2.0L sohc 5 speed
i have read alot of posts that say to check vacuum lines pcv valves and those are all good
the code pops up after i clear it when i turn the ign on not started
could it be a shorted wire/s
what should happen when i dissconnect the wires going to the IAC
High idle?
right now i have to feather the idle untill it stays by itself. and 50% of the time it will die when i come to a stop.
any help?

well since code 25 is

P0505 IAC Motor Circuits
it could be the iac itself or any and all wiring connected to it between the pcm and the iac sensor and anywhere else that the wires may splice off too...
