Default Starting Problems Blowing Fuses PLEASE HELP

Hello fellow dodge owners. I am hoping someone here can help me. Here's the scoop on my POS lol

I seem to be having a problem with my starting system (at least I think thats what it is)

Almost every time I start the car, it blows the 30A starter fuse. When I drove it a few days ago, I had to put 4 fuses in it just to get it out of the driveway the other day. I even had to take the fuse out of my headlights because I ran out. At $4 each, its getting rediculously expensive, and literally getting me nowhere.

Yesterday a friend of mine looked at the starter & fuse box or whatever and noticed a semi bare wire floating around. He covered it up thinking that could have been the problem but I then blew 2 fuses after that.

Sears replaced the starter abot a year ago, and wouldnt you know when I took it there, the guy says that he started it for an hour and nothing happened. I think he is full of crap after what I have went thru the past few days.

Today we pulled out the meter and tested all the wires. All of the continuity and insulation breakdown etc were ok.

This is driving me nuts and its the only car I have. Can anyone help me?

Should I get a wiring diagram and start following wires? Is this a starter problem or electrical? I've went thru starters on other cars but never had this happen. Usually the starter just stops working on me and I replace it.

Thanks in advance to anyone who can at least try to steer me in the right direction.

It has to be a short somewhere... remember these cars are all getting to the 10+year mark... wires are going to become brittle and brake... your going to have to trace every wire from fuse to starter.. and then everything else that is connected to that circuit... ie the O2 sensors... blah blah blah

I to was blowing fuse at start up, what I found was my a/c was blowing hot air, the compressor was not engaged. every time I started and drove and put the air on the fuse would blow, could not restart replaced fuse and it started. What I found on my 1999 ran van fuse 5 has dule use, start & a/c. So if you have a/c problems it could be the compressor (clutch)
