Default noob needs help.

I just recently purchased my first car back from its last owner.
it has been sitting for about 6 months because the ECU failed.
I got a reman ECU in yesterday from NAPA and i still cant get it to start. i dont think that the computer is coming on because the MIL does not come on when i turn on the key. it does turn over, but im getting no spark at the plugs.
does anyone know anything i may need to do to get the ECU running or to see if it is coming on?
The ECU was very difficult to find, 1995 models seem to be in very short supply.
the car has 208K miles, with all the special 1995 parts, instead of rebuilding this engine, should i swap it with one from a newer model?

i did really like this car, it was a great car in her day. but the previous owner did not take care of her at all. paint has peeled primer is gone and the entire top of the car is covered in rust. he also hit a pole which has damaged the front bumper, left fender hood, headlight, and i believe the radiator support. inside, the car is missing as much as i once loved this car i am really thinking that sinking 2-3k would still not be enough to bring her back to where she was.

i am instead considering ending her miserable existence and recycling her. i do need a cheaper economical daily driver as my ram uses way too much fuel but think id be much happier with a srt model neon. any comments? suggestions?

Did you try to pull codes? See if anything happens? A haynes manual could help you alot.
