could be a wheel bearing. when u jack up the car, try to move the wheel up and down (rocking it) and if it rocks up and down then i would say the wheel bearing. does the sound get worst as u speed up?

The wheel could b rubbing ...pull the wheell and look around 4 a shiny spot wher the tires hittin ....it might clear when it just sitten ther. But when ur movin and turn the wheel will lay over and flex...it just a thot

ya right now there is 195/75 r14's on it and they wear out fast so that could most likely be the problem?

Well if you think about it....if the tire is rubbing, then you are either wearing down the tire quickly or it's could blow out on you.
