check your EGR valve. if its dirty or worn out it can cause rough idling and keep your car from starting altogether. my car(also a 99) did the same thing yesterday & my EGR ended up being the culprit. its the little sensor-like plugin thingy attached to the intake & a new one runs about 80-90 bucks at auto zone. you can take the top part apart & clean it & get a bit more life out of it but its best to just replace it. also, did you check your spark plugs?

Primary coil resistance should be .45-.65 ohms whitch is the coil at the connection. lookes like this( - - -) center is B+ while right is 2-3 left is 1-4 coil. test secondary at the output tower top thou top, bottom thou bottom should be 11K ohms.
