Default How to do check to see if my computer(pcm) is bad

my neon won't start no fuel no fire it is getting 12 volt to the cent wire of the coil but no power to the other wires my scanner can't connect to the pcm and when I try the on-off method nothing either I bought a PCM at a bone yard work status unknown and when I hooked it same thing the fuses are good check the ASD relay its good is there a way to check if the PCM is good or any other suggestions
Also for the hell of it I called the dealer they told me that the pcm is has the vin no burned in I new this was with the newer neons but thought on the 1st gen they didn't do this he also said they put inline fuses in but the factory manual doesn't mention this any insight would be appreciated
Thanks
Rich

take it to the dealer. they have the equipment to flash pcms so they probably have some kinda scan tool to check them too. if you bought it out of a junkyard it may very well be bad.
