since your car is a 96, you have to drop the tank a little and remove the fuel pump module. The pump and the filter is integrated. Now then, if your talking about the external regulator (or whatever its called) that sits on the frame rail next to the fuel tank, then its easy, but only if you can find a replacement part because they are supposed to be none repairable. I tried finding one and I couldn't even find one at a dealership. But what you can do is replace it with a line for the 98+ Neons, I'll try and find the part number.

Just for clarity, on the 95 Neons, next to the fuel tank on the frame rail (where the external regulator or whatever is located at) IS the fuel filter and its pretty easy to replace. I took off the back tire and its an easy access. You dont have to remove it but it does take the hard level (scale of 1 to 10, 1 being easiest) from a 1 down to a .5

well if its your first time dropping the fuel tank it can be. if you take your time though and are careful and drop it with the LEAST amount of fuel then its pretty easy. I haven't dropped the tank to do a fuel filter nor pump since I've only done it on a 95 So I'm not sure how much you would need to drop it in order to get it off.
