Default NY Inspection scanner won't scan car...

I unplug the battery all the time when working on the car, and last time I unplugged it right before I went in and this time it seems I only put 10-15 miles on the car before getting it inspected. Everything but EGR/Cat sensors read on a normal OBDII scanner, but those usually don't come up until driving for a bit. The NY scanner light blinks a few times then stays constant light on. I have my A/C removed and thats all. Do I need to drive it 50-70 and bring it in or could it be something else(he says its a short or something in the DLB wiring, but OBDII scans it fine) cause I have to pay for everytime its scanned!!!!

Reverse Lights: Check bulbs, is your neon a 5sp? There is a sensor on the end of the transmission case with white and purple wires running to it. That might be bad, and runs about $30 new.

As far as the scanner goes, pulling the battery is what the issue is. When you pull the battery from the pcm, it takes so many key cycles before the pcm can be read by a scanner. Took me a month or so. Just stop pulling the battery and give it time.

Whoops, I found out the reverse light switch was bad and instead of starting a new post I changed this one, but didn't realize the board title stayed the same. I know in terms f the EGR and o2 it takes a good 50 miles or turning the key a bunch of times but I only have 10 days to get it re-inspected or its 21 bucks again and I don't want another ticket either.

Now is this a sure thing that its just the battery? Cause I'll drive it like 200 miles and flip the key 150 times but I can't have him hook it up without charging me which is pretty crappy?? He seems convinced theres a short or something which is stupid since he's a mechanic with an inspection license, he should know its the pcm resetting.

It's not just the key cycles, but also the time the car is in use. Auto Zone reads pcm's for free. Test it out on them.

Are you just talking about the OBDII's they have? Cause like I said that scans it fine. I guess I'll get it checked again and see if the full emissions OBDII's show up then maybe its ready.
