Neon will not start - I need some help

Default Neon will not start - I need some help

Some background:
99 neon 1st gen
bought used with 112,000 miles, currently 115,000 miles
DOHC
Automatic

Here is the situation:
The car had been running fine since prurchased 3,000 miles ago. Last Monday it started but ran rough. I shut the car off after 20-30 seconds, left it behind and took my truck to work. That night I was looking over the engine and found some worn plug wires. I let the car sit until I could replace the plug wires and plugs. While changing the plugs I found oil in two of the spark plug tubes so I decided to replave the valve cover gasket set. After completeing that project I tried to start the car but am having no luck. It sounds like the igintion just will not catch. I hear the fuel pump running so I don't think fuel is the issue. I pulled the coil pack and metered it and it looks like it checks out. I even took it to the parts store and checked it side by side to a new coil pack and they both metered the same so I don't think it's the coil pack. Does anyone have any insite into this issue?

well first id check for any codes. then check the fuel pressure just to be safe....check the spark plugs and make sure they are gapped correctly and then check the camshaft(s) timing.....thats all i can think of
