The other thing is I have a steel tank in bad shape it has two lines going to the filter, I have a plastic tank with pump but it only has one line going to the accumulator. can I swap these out? why the two lines too the filter? any Ideas? Thanks

http://www.inlinetube.com/ will make you a new line. they are located in shelby township in Michigan. they can make them in OEM and Stainless steel. I have been there a few times and they have always done me good with the brake lines I have had them make.
As for the 2 lines going to the fuel filter I can not help you with. My guess is that it is a return line.
