Default overcharging

i have a 98 ply neon that is charging at 16v and cooking my battery. i replaced my battery and wires. i went to get my alt tested at the parts store and they said it was good. i'm figuring my voltage regulator but I've heard its in the pcm and I've heard its internally in the alt. and the car is wanting to overheat on me to but i figure its just the thermostat. any advise?

if overcharging cuz the internal regulator its death, u can use a motorcraft and is easy to install, the alt dont have the regulator, be carefull that can toast the wiring!... about overheat, take out the thermostat!

IIRC, the voltage regulator is in the pcm. My need replacing.
