Default 97 neon fuel problem

Recently picked up a 97 5speed car had to crank alot for it to start. And would run ruff for awhile then smooth out.Now no fuel to fuel rail found that the fuel filler neck had a hole rotted thru it. Figured the rust clogged up pickup in tank.Dropped the tank and took pump out looked ok.When i key the ing. on i can hear the pump go on ,could i hear that and pump still be bad. What is the fuel accumulator and what does it do?I tested both relays and they tested good.I,m thinking it might be the pump

You need a fuel pressure gauge. Got mine off ebay for about $30. Pressure may not be high enough.

The accumulator can be bypassed. It is designed to maintain fuel pressure after the car has stopped running. Nothing inside. Should say "do not serive" on the side of the accumulator.
