Gas filler vent problem

I replaced a rotted filler neck for the gas tank on a 97 neon but now I have problems filling the tank. Unless I fill the tank very very slowly the gas will spit out the through filler.
I've double check the hose that runs down the filler pipe and held on by clips to make sure it wasn't squished but it looks OK.
On the new filler tube there was a oval plastic part that the hose connected on to that I had to take off of the old pipe and install on the new pipe. I am assumming the problem is with venting somehow but not sure what else to check for. This wasn't a problem previously so it has something to do with the filler neck replacement.
Is the oval plastic piece for venting? Can I disconnect the hose that goes up to the filler neck to make sure it's not blocked?
Any ideas?
