So its done this for awhile, but i just finally became curious enough to actually see what it was, for awhile i thought it was my tire rubbing on the wheel well, till me and my buddy popped my hood to see what it was, if i turn my wheel all the way to the left or right, i get somewhat of a squealing noise, and it seems to be coming from the serpentine belt, when i turn the wheel, the belt seems to "lock up". Not sure what causes this. would appreciate any advice.

 

Very loose belt - replace with a new one and retention. I would replace both belts at the same time. The alternator belt is probably old too. It could also be the power steering pump locking up too and if so, you will need to replace it.
