Cannot fill gas tank?

Cannot fill gas tank?
I just purchased a 98 Neon Highline and cannot seem to fill the gas tank. In every instance, after a few seconds, gas shoots out of the filler neck like the blow-hole of a whale. Here is what I've tried.
- Multiple gas stations (No difference)
- Squeezing very little (seems to work sometimes)
- repositioning nozzle (No difference)
I've read a few other posts related to this, but different cars, and some seem to point to the Canister solenoid, filter, or valve. They also mention a valve in the filler neck itself. The neck actually looks brand-new, maybe it was installed incorrectly? Is that even possible?
Autozone.com shows a picture of a Return Line Check Valve, but I can't find any other reference to it. Is it possible this valve, or some other, is stuck shut not allowing pressure out as I fill the tank? If so, what is it actually called and where is it located? Any help is appreciated.
