Default Won't start

96 doge neon 2.0 sohc 165k miles
car has been sitting for 5 months and it wont start. iv found that the injectors aren't firing and the plugs aren't sparking (maybe not receiving signal to fire?).. if i ground the pcm to fuse ground wire the fuel pump will turn on when the key is on. engine is cranking which makes me think timing/compression isn't an issue. also the obd2 code reader isn't connecting to anything,(wont even power on when plugged into the socket under the steering wheel column). my father was last one to drive it, and he says it was fine when he parked it. iv replaced pcm with a tested used one, and it wont even crank with that one installed

that tells me you don't have main power to the pcm and dlc. you first need to determine why you don't have power to the data link connector.

there isnt any power getting to pins 44 and 61 to pcm. one is an 8volt supply the other is 5volt supply.. electrical schematics show only 2 hot wires comming in, one is from the eng ign feed fuse and other is fuse 21, which i cannot find. could it be an ignition switch or something?

pcm is getting power from pins 67 and 20 (shut off relay and eng ing feed) but it does not seem to put out any signal to anything. iv tried getting a new pcm, same thing
chrysler p/n p05269941 model # 102679095 and new one is chrysler p/n p05269847 model# 296597837
