Question how many bulbs in the instrument cluster of a 1995 Dodge Neon Highline

While looking for a sticking tachometer problem I dismantled the instrument cluster and could not remember which bulbholders had bulbs in them so I purchased some more bulbs and filled all of the bulbholders. Is this okay to do??? Everything seems to work okay except the Hazard Flasher Triangle on the cluster does not light up when all lights are actually flashing and both turn indicators are also flashing. As for the Tachometer problem, it now works, but when you turn the ignition key to START it really pins over hard against the upper stop pin until you rev up the engine when it returns to normal operation while running. Can anyone help me with these problems???
