My 98 Neon's radiator fans turn on and off constantly when the engine is running, they will remain on or off for no more than one second. What would be causing this? I've searched online and haven't found many instances of this occurring.

 

A bad relay can cause that. Check that and the fuse. Then check all wiring to the fans.
