Default Transmission kickdown cable

As I was reading my hanes manual I saw a picture of the "transmission kickdown cable". What does this cable do???

It has a cable going to the throttle body butterfly. It downshifts the transmission by knowing your throttle position using a cable. The arm is above the shifter arm. These tend to stick if the car sits. Symptoms: Stuck gas pedal, hard to push gas pedal. Once its broken you will know because it will shift at the same rpm no matter how much your pushing on the gas, it also will not down shift correctly. The cable itself is between the throttle body and kick down arm on the transmission.
