Neon rough running

2.0 liter DOHC

0 on rebuilt engine

I just installed this engine; started but ran rough. Found several vacuum leaks which I repaired. Took off the ERG valve and tested it and the Cam sensor. Did find wires under the fuse box which was under the hood. All the wires connected to it where all bare (10 each on two wire harness). Look like the battery leaked on them, which I repaired and three wires that went to the cam sensor and the one to the rear of the second cam. Don't know what that one does. Coil new and tested, plugs gaped and wires new and tested. Fuel rail pressure good. Oil pressure good. Injectors new and tested. And still runs rough.
Put the AutoScanner Plus on it and the adv tim Jumps from 0 to 16.5 and shudders when first press the gas but steady at 2000 rpm and timing is steady at 28 degrees.
Any ideas??
