i just got this neon its a 95 sohc atx it supposedly has a shift kit in it but I don't know how to tell but my problem is when I rev it in park or neutral it revs up fine but is really slow to return to idle has anybody else had this problem

I've never had this problem, but it wouldn't hurt to take off the throttle body and clean it.
Check the tension on the throttle return spring and also check out the throttle position sensor while you're in there.

Also make sure that the throttle cable is moving freely and not binding on anything.

 

thanks for the help ill try that tommorow another question my neon is a 95 4 door sport and has rear disk brakes did they come stock or did someone convert them
